This could be done to its fullest extent if a player using Finn with the trinkets Alarm and Vanity Mirror plays in a full 8 player round where every other player uses Tisha and gets 3 full Box o' Chocolates. Then, if on an 8 machine floor if everyone is still alive and completes every machine at the same time and they are near enough to each other, the player with Finn can quickly use up all the Box o' Chocolates items completely and get 7 Tisha Abilities to reach potentially the max speed in the game with some RNG, and if everything is executed perfectly. Finn's maximum potential speed is calculated as: 150% (3 Box o' Chocolates) + 175% (Tisha's Abilities) + 25% (Alarm) +30% (Vanity Mirror) +266% (Finn's Passive Ability) = 646%* 25 (Finn's Run Speed) = 161.5 Run Speed, unfortunately this buff is very short lived, quickly decreasing to 117.75 after 5 seconds, and decreasing even further, to only 32.5 after 10 seconds. (It's rough numbers, mostly even impossible.) Finn drinks exclusively water, as confirmed in an interaction with Teagan. While walking, water can be seen splashing out of Finn’s head every few seconds. However, this small particle effect is only seen to the user playing as Finn.)
